President signs law granting privileges to graduates of Akylman Lyceum

President of Kyrgyzstan Sadyr Japarov signed amendments to the laws «On the state civil service and municipal service» and «On education», granting privileges to graduates of Akylman Presidential Lyceum.

As the press service of the head of state reported, the law was adopted in order to further support and encourage talented youth and train new generation specialists.

According to the adopted amendments, graduates of Akylman Lyceum have the right to:

  • Choose a university and form of study to obtain secondary and higher education at the expense of a state educational grant in the territory of the Kyrgyz Republic;
  • Obtain secondary and higher education in foreign universities included in world rankings at the expense of a state educational grant;
  • State scholarship in the event of receiving a full grant for study at foreign universities included in world rankings.

It is noted that an agreement is concluded with graduates of Akylman Presidential Lyceum sent for training on obligations to work for a certain period in state bodies, local government bodies, state institutions, organizations or enterprises, or reimbursement of tuition costs in case of violation of the terms of the agreement.

According to the law, graduates of Akylman Presidential Lyceum after receiving higher or secondary education, graduates of foreign universities who received education within the framework of El Umutu presidential international scholarship, as well as graduates of universities in Kyrgyzstan with a special status, in case of graduation with honors, are included in the personnel reserve of the state civil service and municipal service out of competition.

The designated candidates, upon admission to the state civil service or municipal service for junior, senior and main positions, are appointed on a priority basis. It is noted that the qualification requirements remain the same for all persons.

Akylman Presidential Lyceum was opened in the summer of 2023. The lyceum is financed by the President’s Fund and reports directly to the head of state. Sadyr Japarov established El Umutu presidential scholarship on May 10, 2022 for young Kyrgyzstanis who have entered master’s and doctoral programs at foreign universities. The program provides financial support, the amount of which can reach up to $50,000, to young citizens of Kyrgyzstan, who have entered one of the world’s 100 leading universities. At least 13 people received El Umutu scholarship in 2023.
