Health Ministry of Kyrgyzstan intends to reorganize Department of Medicines

The Ministry of Health of Kyrgyzstan intends to reorganize the Department of Medicines and Medical Products. The ministry has developed a draft of the corresponding resolution of the Cabinet of Ministers. The document has been submitted for public discussion.

It is noted that functions subject to transfer from subordinate departments of the Ministry of Health, including the Department of Medicines and Medical Products and Kyrgyzfarmatsiya state enterprise, to other government agencies were previously identified.

It is proposed to transfer some of the department’s functions to the Drug Control Service of the Ministry of Internal Affairs.

«This will allow the Drug Control Service to act as a single body controlling the legal circulation of narcotic drugs, psychotropic substances and their precursors,» the background statement says.

The Ministry of Health itself wants to be vested with the functions of licensing examination of premises, checking the availability of the necessary equipment in pharmaceutical organizations and issuing conclusions on compliance with licensing requirements.

This will allow combining all stages of licensing of pharmaceutical activities in one government agency.

Currently, the Ministry of Health of the Kyrgyz Republic issues licenses for medical activities and permits for the export, import and transit of specific goods and services.

Kyrgyzfarmatsiya state enterprise provides medical institutions and the population with medicines and medical products. The enterprise is responsible for supply, and the department is responsible for regulation and issuance of permits. The Ministry of Health proposes to transfer the functions of storing and sale of medicines to Kyrgyzfarmatsiya.
