Kyrgyzstan introduces ban on parole for drug-related crimes

The President of Kyrgyzstan signed amendments to the Criminal Code. The press service of the head of state reported.

The law was adopted by the Zhogorku Kenesh (Parliament) on April 10, 2025.

«The purpose of the amendments is to eliminate corruption risks embedded in the provisions of criminal legislation—specifically, those conditions and opportunities that may encourage officials to commit corrupt acts while exercising discretionary powers granted by the law,» the press service noted.

The law introduces the following key changes to the Criminal Code:

  • A ban on applying statutes of limitations for crimes involving the illegal production of narcotic drugs, psychotropic substances, and their analogues for the purpose of sale.
  • A ban on parole for individuals convicted of the illegal production of narcotic drugs, psychotropic substances, and their analogues for the purpose of sale.
  • In cases where the statute of limitations cannot be applied, life imprisonment may be replaced with a fixed term of 20 years.
